A resident of Puerto Princesa City has lodged a complaint agaisnt Mayor Lucilo Bayron and other city officials before the Office of the Ombudsman for the alleged ghost projects and funds misuse.
A certain Mansueto Fuentes sought the filing of graft and grave misconduct charges against Bayron and other officials for the alleged financial irregularities.
Fuertes said in his 38-page complaint that there was an alleged “overstated final budget” in 2017 as well as an unreconciled total amount of P184,389,841.56.
“As per the computation of the Audit Team of COA, the Total and Continuing Appropriations was only P3,289,160,601.77 and P91,978,377.02 for the General Fund and the Special Education Fund
(SEF), respectively. However, the submitted SCBAA showed more than P124,940,561.53 for the GF ad less than P8.626,612,03 for the SEF, thus resulting in an overstated final budget of P116,313,949.51,”
The complainant also cited a Commission on Audit (COA) report noting violations of various COA rules and regulations.
Accordingb to the complaint, COA Region 4-B director regional Ma. Corazon S. Gomez noted 28 instances of major violations of COA rules and circulars from the Department of Budget and Management (DBM), Department of Interior and Local Government (DILG), as well as the provisions of Republic Act No. 7160, also known as the Local Government Code (LGC), Republic Act No. 9148, or the Government Procurement Reform Act.
Fuertes also alleged that Bayron proposed several infrastructure projects that violated the implementing rules and regulations of Government Procurement Reform Act.
