Albay Gov. Grex Lagman marked the first year since he unexpectedly assumed the position of Governor.
Lagman was elevated to the post from being a Vice Governor following the disqualification of Noel Rosal by the Commission on Elections, in a case where Lagman said he was never involved in.
In a Facebook post, Lagman said he considers his ascension to the highest executive position in Albay to be destiny.
This was why when he took his oath as Governor, he did so with humility and grace as well as with honor and excellence.
He also revealed that when the case to disqualify Rosal was pending, there were attempts to get him involved.
But he rejected these, as he has the highest respect for Rosal and was duty bound to support him as the then Vice Governor of the province.
He continues to have respect for Rosal and even calls him ‘Gob Padi Noel,’ he said.
Lagman thanked all those who helped him perform his duties as Governor and wished the best for Albay.
“Last year on this same day—-1 December 2022—- i became Governor of Albay. It was indeed providential that I have succeeded by operation of law to the governorship after the COMELEC en banc disqualified with finality former Governor Noel Rosal in a case of which I was never a party. I consider my ascension to the highest executive position in Albay as my destiny. Therefore, when i took my Oath of Office as a full-fledged and incumbent Governor of Albay, i knew i had to do so with humility and grace as well as with honor and excellence.
We must also be all reminded that when I won as vice governor, with an unprecedented and record-setting 463,879 votes, Albayanos were aware that under the law I could succeed as governor. It was clear to all of them that my mandate as such included that possibility. Now it has been a reality for exactly a year.
As a lawyer, all attempts by some quarters directly involved in the case to disqualify him to convince me to be a play an active role in the same were rejected by me. This is because i have the highest respect for pading Noel who was elected by the people of Albay with 469,481 votes. Also as his then Vice-Governor, i was duty bound to support him.
Up to this day, i call him ‘Gob Padi Noel’ as a sign of respect whenever I see and greet him in person or when i text and/or viber him. As a fellow elected public servant who almost had the same number of votes that i garnered, I intentionally let the disqualification case filed against him run its course without any kind interference on my part.
Through this, I maintained my delicadeza by absolutely distancing myself from the disqualification case. I know for a fact that all his supporters know this —- especially pading Noel. But when i was legally and constitutionally called upon to assume the governorship, i could not in good conscience shirk away from this legal and constitutional duty to my Abayano constituents. The law abhors a vacuum and the normal workings of government must continue unabated.
As i mark my first year as Governor of Albay, let me thank everyone who has helped me perform my duties with honor and excellence. You are too many to mention. I know all of you understand. At any rate, i will be soon formally reporting to all of you, my beloved constituents, through a State of the Province Address (SOPA) this December.
